Claudia-I thought it was mildly clever. That's exactly what I thought - "most people who see this sign will have no idea what the reference is." Most people being college-aged kids. "Rainy Day Women #12 & 35" would have been fairly obscure for our generation. I appreciated Java Jacks' disregard for that fact and willingness to commit to it.
I thought I wouldn't have to think, and checked the Wiki on the title, jemison, but no explanation of the title, strangely enough. I'd guess it's either related to the chord progression somehow, or Dylan was parodying artists who title paintings/sculptures numerically.

That sign is funny! You know most kids have no idea what they (store owners) are talking about...

"They'll stone you when you're tryin' to be so good,
They'll stone you just like they said they would...."
Funny sign. Ever think about where in Dylan's mind that song title came from? jemison
